Union Budget 2025: Centre proposes Rs 300 crore for prison modernisation; revises it to Rs 75 crore

The Centre has proposed a budgetary allocation of Rs 300 crore for the modernisation of prisons in the upcoming financial year, which is the same as the initial allocation in the current fiscal year. However, this provision was later revised to Rs 75 crore for the 2024-25 fiscal year.

In the previous year, the Centre had allocated Rs 86.95 crore for the same purpose during the 2023-24 fiscal.

According to the Union Budget presented by Finance Minister Nirmala Sitharaman on Saturday, this provision is meant to support the expenditure on prison modernisation.

Meanwhile, the Union Home Ministry has consistently stressed the importance of efficient prison management and correctional administration, recognizing the critical role of prisons in the criminal justice system.

In May 2023, the Home Ministry finalized a comprehensive ‘Model Prisons Act’, which includes provisions for the establishment and management of high-security jails, open jails, and measures to protect society from the activities of hardened criminals and habitual offenders.


The act also addresses legal aid to prisoners, parole, furlough, and premature release, aiming to incentivize good conduct. Additionally, it focuses on vocational training, skill development, and the reintegration of prisoners into society.The Model Act provides detailed provisions on prison management, including the reformation, rehabilitation, and integration of prisoners. It also covers the implementation of welfare programs for prisoners and offers after-care and rehabilitation services as part of institutional care. Union Home Minister Amit Shah highlighted in 2023 that efficient prison management is crucial to the criminal justice system, and the government is committed to supporting states and union territories in improving their prison infrastructure and management.
